Messaging - 10DLC T-Mobile messaging details

1. T-Mobile Campaign Service Registration Fees

All info in this section applies ONLY to 10DLC; toll-free Messaging is not impacted; these charges begin Oct 1, 2021

  • Three categories of Brands (businesses) based on the count of messaging-enabled TNs and daily message volume:

    1. Sole Proprietor (SP): 1 to 5 messaging-enabled TNs AND < 1,000 messages per day across all TNs

      • No T-Mobile fee

      • $4 one-time TCR fee per Brand, $ 0.75 monthly TCR fee per campaign

    2. Low Volume: 1 or more messaging-enabled TNs AND < 2000 messages per day across all TNs

      • T-Mobile fee of $50 per campaign, one-time

      • $4 one-time TCR fee per Brand, $ 2 monthly TCR fee per campaign

    3. High Volume: 1 or more messaging-enabled TNs AND >= 2000 messages per day across all TNs;

      1. T-Mobile fee of $50 per campaign, one-time

      2. $40 vetting fee per campaign

      3. Possible additional fees; unknown at this time

      4. $4 one-time TCR fee per Brand, $10 monthly TCR fee per campaign

  • The message quantity criteria above only include SMS and MMS messages terminated (MT) to T-Mobile TNs. Messages to other wireless providers do not count towards the above criteria.

  • "Message" as mentioned in the criteria above is a message segment.

  • Daily message limits mentioned above are per Brand/Business, not per Campaign

  • If a Brand (business) according to business classification (not according to the above-mentioned TN/Messaging criteria) is an SP but has more than 5 messaging-enabled TNs or is sending more than 1000 T-Mobile messages a day, it should not be classified as SP for the purposes of 10DLC registration. The Brand has two options:

    • Register only active TNs, if, by doing so, both criteria for SP (<= 5 TNs AND < 1000 messages) are met

    • Register as "Low Volume"

  • For SP and Low Volume categories, the corresponding daily message limit will be implemented as follows:
    • A "counter" will run starting at midnight Pacific Time; any message above the limit will be blocked and therefore not delivered. For example, for an SP customer, the 1000th message and onward, on a given day, will be blocked
    • "Counter" resets at midnight Pacific Time the following day
  • Revised CSV template for filling out 10DLC registration, and a corresponding instructions document are now available here. Descriptions and instructions are here.

  • Each brand/campaign combination will be "pre-categorized"/labeled. In other words, the categories are not determined on a "live" basis, using a daily count of TNs/message volume

  • This is how to register Brands in line with the above three categories:

    1. Sole Proprietor: Set BUSINESS_TYPE as SOLE_PROP in CSV file

    2. Low Volume: all Brands with BUSINESS_TYPE, not SOLE_PROP will automatically be registered as “Low Volume”

    3. High Volume: Brands/Businesses in the Russell 3000 Index automatically get the “High Volume” designation. Others will need to go through a vetting process, details TBD

  • A “Low Volume” Brand cannot/should not be broken up into multiple occurrences of Sole Proprietor for that same Brand

  • Customers should not register with TCR; VOICE1 will perform all registrations, including TCR- related, for/on behalf of customers

 

Example of 10DLC Registration: ("ACME Rockets" is not a "Russell 3000" Brand):

  • Based on the above sample data, four different campaigns for the Brand, “ACME Rockets” will be created:
  1. One Low Volume Campaign with TN 972-555-1111

  2. One Low Volume (Mixed) Campaign with TNs ending in 1112 and 1113

  3. One Low Volume (Mixed) Campaign with TNs ending in 1114 and 1115

  4. One Low Volume Campaign with TN ending in 1116

  • Notice that each unique combination of Use Cases is considered to be a “Low Volume (Mixed)” Campaign

  • Costs: this Brand will incur 4 x $50 = $200 T-Mobile one-time fees (since there are four Campaigns). Additionally, these TCR fees apply:

    • One-time TCR Brand registration fee: $ 4 (since there is only one Brand)

    • Monthly TCR Campaign fees: 4 x $2 = $8 monthly (since there are four Campaigns)

2. Surcharge Rates will be updated to reflect new/additional surcharges:

  • Toll-Free SMS messaging MO from T-Mobile/Sprint TNs ($0.0025), and MMS messages MO from T-Mobile/Sprint TNs ($0.01)
  • Toll-Free DIDs are not governed by the 10DLC registration rules at this time, therefore 10DLC regulations will not apply to them.
